This course examines the factors that have contributed to and hindered the recent emergence of democratic governance in Southern Europe, Latin America, Eastern Europe, Russia, and Africa. Attention is given to the relationship among democracy, development, and political culture. POLS 214 is recommended as a prerequisite.
